MTP Deep Dive


Description
This comprehensive intermediate-level course provides an in-depth exploration of the complete Metropolitan Transportation Plan (MTP) development process, from initial pre-planning through final adoption and integration with other MPO products. Participants will gain practical knowledge of federal requirements, stakeholder engagement strategies, technical analysis methods, and emerging best practices in metropolitan transportation planning. The course covers all essential components, including data collection and analysis, travel demand modeling, public participation, project identification and evaluation, fiscal constraint development, and plan documentation and approval processes. Course content is up to date through August 2025.

At the end of this course, you will be familiar with:
  • Federal requirements for MTPs including regulations, planning factors, and performance measures
  • Pre-planning strategies including scope development, stakeholder identification, and resource allocation
  • Effective public engagement methods and meaningful community participation techniques
  • Data collection and analysis methods for existing and future conditions assessment
  • Travel demand modeling inputs, outputs, and applications in MTP development
  • Vision, goals, and objectives development aligned with community priorities
  • Project identification, evaluation, and prioritization methodologies
  • Scenario planning approaches and their integration into MTP recommendations
  • Fiscal constraint requirements and revenue forecasting best practices
  • Plan performance monitoring and continuous planning principles
  • Documentation strategies and approval processes
  • Integration of MTPs with TIPs, UPWPs, and other core MPO products

Credentialing
Upon completion of this course you will receive an MPO Institute Certificate; each course has a unique expiration date. Reference the Completion Rules at the bottom of the course content overview for the length of certificate.

AICP Planners may also claim credits through the APA for this course. This course qualifies for 11CM | 1 Law.

Recommended Pacing | 4 Weeks
This course is self-paced with 24/7 e-learning access, meaning you can take it at any time while the course is open. Because of the comprehensive subject matter and level of detail, it is recommended you space this course over four weeks at 4-5 modules and 1 quiz per week to effectively absorb and apply the material.

Recommended Learners
This intermediate-level course is open to anyone interested in metropolitan transportation planning. You do not need to work for or with an MPO to register for this course. However, this course is specifically built with the following audiences in mind:
  • Metropolitan Planning Organization (MPO) Staff
  • Students studying transportation or urban planning
  • MPO Committees/Boards members
  • State Department of Transportation (DOT) Liaisons

Disclosure
All purchases are final. You will have 180 days (~6 months) after registering to complete this course. If you do not complete it within that timeframe, you will automatically be unenrolled and lose access to materials. If you complete the course within that timeframe, you will receive your certificate upon completion, and retain access to the course until the expiration of your certificate.
