New MPOs and Graduated TMAs

Description
The Census Bureau designates a new list of Urbanized Areas (UZAs) every 10 years, following the conclusion of each decennial census. These designations are the triggering event for creating new MPOs and graduating MPOs to serve Transportation Management Areas (TMAs). When new MPOs are established, urban areas are asked to formalize a process that plays a critical role in a region’s vision for its future.

For newly established regions receiving an MPO designation, the opportunity to take on these new responsibilities can often be daunting as expectations at all levels of government – federal, state, county, municipal – for success are often high. Similarly MPOs reaching TMA status often experience many of the same issues/concerns noted for new MPOs. In recognition of these challenges, the Federal Highway Administration (FHWA) funded the creation of this course through the MPO Institute to better prepare regions for Census updates.

At the end of this course, you will be familiar with:
• How boundaries and administrative structures are formed for MPOs
• The core products and requirements MPOs must develop and follow
• The key differences between MPO and TMA requirements
• Examples of how peer MPOs are engaging with their partners
